Port of Benton compiles a Small Works Roster of contractors who wish to be invited to submit proposals for contracts in the amount of $300,000 or less [RCW 53.08.120]. The Small works Rosters will be comprised of contractors who have requested to be placed on Small Works Rosters and are properly licensed and registered to perform such work in the State of Washington.

Beginning July 1, 2019, all businesses are required to have training before bidding and/or performing work on public works projects. Earlier this year, the legislature passed ESSHB 1673 ( adding this training requirement to the responsible bidder criteria in RCW 39.04.350 (

You are exempt from this training requirement if you’ve been in business with an active Unified Business Identifier (UBI) number for 3 or more years AND have performed work on 3 or more public works projects.
Note: You may continue working on a public works project that starts before July 1, 2019, and continues on or after July 1 without needing to meet this training requirement.

Contractors working for the Port of Benton must comply with the State of Washington Prevailing Wage Act. Current prevailing wages may be viewed on the State’s website at: Applicants to be listed on the Port of Benton’s Small Works roster are a certification by the contractor that they will pay prevailing wages on all contracts awarded by the Port.

Contractors may submit applications at any time throughout the year, submittals will be held for a period of two (2) years after which it is the contractor’s responsibility re-submit. The Port of Benton encourages veterans, minority and women-owned businesses to apply.

Consultants may be selected for projects from those statements of file with the Port of Benton. However, the Port of Benton reserves the right to interview firms on the roster and/or to re-advertise for services for specific projects if deemed to be in the best interest of the Port.
